How As-Built Surveys Prevent Construction Payment Delays

The work is done. The pay application is in. And the draw sits there for three weeks while somebody asks for proof that the pipe was installed where the plans said it would be. As-built surveys are that proof, and projects that treat them as a closeout chore end up funding payroll out of pocket.

Here’s the takeaway. Money moves when someone can verify what was built. Survey documentation is the cheapest way to make that verification fast, and skipping it costs far more in carry than it ever saves in fees.

How Missing Field Verification Can Hold Up Progress Draw Approval

Lenders release construction funds against percent complete. Someone has to confirm that percentage. That’s usually a third party inspector working for the lender, and their job is to protect the loan, not to move your schedule along.

Photos help for framing and finishes. They’re close to useless for anything buried. Once a trench is backfilled, nobody can see the pipe, the bedding or the depth of cover. The inspector then has two options: take the contractor’s word or hold the draw.

Nobody counts it twice unless a survey does. Field measurement of installed work gives an independent quantity, and that quantity either matches the application or it doesn’t. Both outcomes are useful. A match closes the review in a day. A gap gets caught while the crew is still on site and can be resolved without lawyers.

Earthwork is the usual fight. Cut and fill volumes depend on the original ground surface, and if nobody surveyed that surface before the dozers arrived, there’s no baseline to argue from. The contractor’s number becomes the only number.

Tie the survey quantities to the schedule of values, line by line. When those two documents speak the same language, the owner’s rep can approve without a phone call.

When Elevation Deviations Trigger Engineer Review Before Funds Are Released

Elevations get built wrong more often than people admit. A pipe invert lands two tenths low. A pond bottom sits higher than designed. A building pad comes in above the approved finished floor.

Any of those pulls the engineer of record back into the project. They have to decide whether the system still works as designed and whether the change needs a formal approval. Until that decision is signed, the reviewing agency and the lender have a reason to hold money.

Timing decides how bad this gets. Catch a low invert during the survey the same week it’s installed and the fix is one section of pipe. Find it during closeout and you’re excavating finished pavement, which nobody is paying for happily.

Run as-built elevations against design values as they come in. Ask your surveyor for a simple deviation table rather than a full drawing at the interim stage. It’s faster and it flags problems while they’re still cheap.

How As-Built Records Confirm Work Within the Approved Construction Limits

Permits approve a footprint. Site plans show a limit of disturbance, easement lines, buffers and right of way boundaries. Crews working from a stakeout sometimes drift past those lines without anyone noticing.

The consequences hit the payment cycle directly. Grading outside a permitted limit can bring a stop work order. Building inside a utility easement can force removal. A structure over a setback line can block the certificate of occupancy, and no CO means no final draw.

An as-built overlaid on the approved plan settles the question in an afternoon. It shows the built work and the approved boundary in one drawing, which is exactly what an inspector needs to sign off. Without it, the burden falls on you to prove a negative.

This matters most on tight infill sites, where easements and setbacks eat into a small buildable area and the margin for drift is a couple of feet.

Why Late Survey Documentation Can Delay Retainage and Final Payment

Retainage is usually 5 to 10 percent of the contract, held until closeout. Getting it released requires paperwork, and the final as-built is near the top of the list.

Several parties want it at the same time. The utility provider needs record drawings before accepting the system for maintenance. The permitting agency wants them for the certificate of occupancy. The lender wants them for the final draw, and the bonding company may want them before releasing a performance bond.

Surveyors can’t produce a final as-built in two days. Field work, drafting and review take time, and rushing it at the end is how errors get into a record document that lives forever. Projects that wait until substantial completion routinely add three to six weeks of carry cost.

Write the survey scope into the contract with dates attached. Name who orders it, who pays and when each version is due. Then treat those dates like any other critical path item.
